Hong Kong delays AI copyright law to focus on guidelines first

Hong Kong authorities have announced a delay in the proposed Copyright Amendment Bill 2025, which aims to protect works from being used in training AI models. The bill was originally scheduled for submission to the Legislative Council in the first half of last year. The proposed amendment included an 'opt-out' mechanism to facilitate text and data mining for AI technology development. However, authorities have decided to issue operational guidelines first before proceeding with the legal amendment.
